Do I have to replace the whole camera?

Usually not. If photos are hazy or flared but the camera still focuses and shoots, the damage is in the outer cover glass and replacing that alone restores image quality.

Why are my photos hazy rather than black?

Because cracked cover glass scatters incoming light instead of blocking it. The sensor still receives an image, just a degraded one — which is exactly the signature of lens glass damage rather than a failed module.

Is it worth doing before selling the phone?

Yes. Cracked camera glass is one of the first things a buyer notices and it is one of the cheapest faults to put right.
