Is Mijing good for board-level repair?

It is one of the standard choices for reballing and fixture work. The stencils are cut to specific chip footprints and the fixtures stay flat under hot air, which is what keeps a ball array even.

Do I need the platform as well as the stencil?

Usually yes. The stencil sets ball position, but something has to hold the chip square underneath it. A stencil that rocks smears paste and gives an uneven array.
