Why a magnetic mat rather than a dish?

Because a dish loses the information. Phone screws differ by fractions of a millimetre and go in specific holes — a mat records where each one came from, which is what prevents long-screw damage.

Is it heat resistant?

Repair mats and pads in this class are made to take a hot tool set down on them. Do not treat any of them as a soldering surface for extended heat — set the iron in its stand.
