Will standard iPhone 13 adhesive fit the mini?

No. The mini has a smaller frame with its own outline, so it needs adhesive cut for it. Adhesive from the standard 13 will not follow the lip.

Do I really need new adhesive after a screen swap?

Yes. The original gasket is destroyed when the display comes off, and clip tension alone will not hold a panel flat. Without it the screen lifts at the corners.
