What is a CNC board actually for?

iPhone boards from the 8 onward are two layers soldered face to face. If one layer is destroyed, you keep the good one and pair it with a prepared donor — this is that donor, already milled flat and clean of old solder.

Do I need a reballing stencil as well?

Yes. The two layers rejoin through an interposer ball array, so you need the middle-layer stencil for this model plus paste, flux and hot air. The CNC board only removes the cleaning-up stage.

Upper or lower — which do I need?

The opposite of whichever layer survived. This one is the lower layer, so it pairs with a good upper half.
