Is this a working logic board?

No. It is a practice replica of the board layout, for learning technique. It will not run a phone and it is not a donor board for a repair.

What should I practise first?

Removing and refitting shields, then passives, then a BGA. Build up in that order — each stage teaches the heat control the next one assumes.

How is this different from a CNC donor board?

Completely. A CNC board is a milled genuine board half used to rebuild a customer phone. This is a training replica with no repair use.
