What warning does this remove?

The "Important Battery Message" — the notice iOS shows when it cannot verify a genuine Apple battery, which also hides the Battery Health percentage. The phone charges and runs normally either way; the tag-on restores the reporting.

Is this the same as programming the original data across?

It achieves the same visible result more cheaply. Transferring the original battery board data with a programmer is the other route — better if you already own the equipment.

Does it need soldering?

Yes, onto the battery board. It is fine work but well within reach of anyone comfortable with a soldering iron and magnification.
