Why would the frame need replacing?

Because separating a screen bends or cracks it. A distorted frame means the rebuilt display will not sit flat in the phone, which shows up as a lifted edge or a gap along one side.

Is this the same as the front glass?

No. The frame is the bezel the panel bonds into; the front glass is the transparent layer you look through. A full refurbishment often needs both.
