Is it safe on screens and plastics?

Test on a hidden area first, as with any solvent. Spray onto a cloth rather than directly onto the device so nothing runs into a seam or behind a display.

Why not just scrape the residue off?

Because scraping smears adhesive across a wider area and risks marking the surface. Softening it first means it lifts in one piece.
