2UUL BT01 Battery PD Fast Charging & Activation Board for iP 6-15PM. A lithium cell left flat for long enough drops below the voltage at which its protection board will allow charging, and from then on a normal charger does nothing at all — the phone looks completely dead. An activation board pushes a controlled current into the cell to lift it back above that threshold, at which point ordinary charging resumes.
