Why use thick wire here rather than fine?

Because battery tabs have real thermal mass. Fine wire means holding the iron on much longer to supply enough solder, and prolonged heat near a lithium cell is the risk you are trying to avoid.

Is soldering battery tabs safe?

It is done, but spot welding is safer and preferred. If you must solder, work fast with adequate wire gauge and never let heat soak into the cell.
