Is a heating plate better than a heat gun?

For screens, considerably. A plate holds a set temperature across the whole panel; a gun gives you a moving hot spot, and uneven heat is what cracks panels.

Do I need a silicone pad with it?

It helps. A pad spreads the heat and stops the panel resting directly on bare metal, which is where hot spots and pressure marks come from.
