It is the capacitive grid that senses your finger, sitting between the outer glass and the display panel. A panel can show a perfect picture with a completely dead touch layer — that is when you need this part.

What does "without IC" mean?

The touch driver chip is not fitted, so you transfer it from your original touch layer under a microscope. Cheaper, but it adds a micro-soldering step — only choose it if you are set up for that.

Is this a complete screen?

No. It is the touch layer alone, for refurbishment work. If you need a working display to fit straight into a phone, you want a complete assembly instead.
