When should I change the blade?

The moment it needs pressure to cut. A dulled blade skids, and on a logic board it skids into whatever is next to the chip. Blades are cheap; lifted pads are not.

Can I use it on a logic board?

With a light touch. Let a sharp edge do the work — if you find yourself applying force, change the edge rather than pressing harder.
