What should I measure first on a dead board?

Current draw on a bench supply, then diode mode to ground on the main rails. Between them those two checks localise most faults before you desolder anything.

How do I know what reading is normal?

Compare — against a known-good board of the same model, or against the mirror side of a symmetric circuit. An absolute reading on its own often tells you very little.
